USTH has newly appointed Chairman of University Council and Principal Rector

On December 9, 2021, the University of Science and Technology of Hanoi (USTH) successfully held the ceremony of launching the University Council 2021-2026 and awarding decisions of appointing the Chairman of University Council and the Principal Rector of USTH. The event took place on the day of the 12th anniversary of USTH (December 9, 2009 - December 9, 2021).

Attending the ceremony, on the side of the Vietnam Academy of Science and Technology (VAST), there were Accad Prof. Chau Van Minh – President of VAST, Prof. Chu Hoang Ha- Vice- President of VAST, Assoc. Prof. Tran Tuan Anh- Vice President of VAST, leaders, and representatives of divisions and research institutes of VAST, on the side of the Embassy of France in Vietnam, there was Mr. Nicolas Warnery- French Ambassador to Vietnam; On the side of USTH Consortium, there was Prof. Bernard Legube- President of USTH Consortium, on the side of USTH, there were Prof. Jean-Marc Lavest- Principal Rector, Assoc. Prof. Dinh Thi Mai Thanh- Rector together with the staff, lecturers and students of USTH

For the past 5 years, the University Council for the term 2016-2021 has made remarkable contributions to the development of USTH. At the beginning of the event, Acad. Prof. Chau Van Minh awarded the certificate of merit to 4 council members with the most outstanding contributions including Prof. Phan Ngoc Minh- Former Chairman of the University Council; Dr. Pham Ngoc Minh- Former General Director of Vietnam Airlines; Prof. Bernard Legube- President of USTH Consortium, Ms. Valérie Verdier- President of the French Institute for Research and Development (IRD).

The University Council of USTH for the term 2021-2026 consists of 10 French members and 10 Vietnamese members, representing VAST, Ministry of Education and Training of Vietnam, Ministry of Higher Education and Research and Innovation of France, Ministry of Europe and Foreign Affairs of France, USTH Consortium and strategic partners in training and research of USTH.

Speaking at the event, Acad. Prof. Chau Van Minh expressed his thanks to the members of the University Council for the term 2016-2021 and congratulated the University Council for the term 2021-2026, Prof. Chu Hoang Ha, and Prof. Jean-Marc Lavest in their new positions.

He stated that for the last 12 years of establishment and development, with the strong support of the two governments, the ministries of the two countries, especially the French Ambassador to Vietnam; USTH has achieved many outstanding accomplishments, especially in the period of 2016-2021 since it was transferred to VAST. He expressed his strong belief in the growth potential of USTH in the upcoming phase of sustainable development and expansion and in the leadership skills of Prof. Chu Hoang Ha and Prof. Jean-Marc Lavest, which will lead USTH to promote the strength of USTH, overcome challenges, adapt with the Vietnam Education Development Strategy for the period 2022-2030, vision 2045 and develop rapidly towards the goal of becoming the recognized research university in the region and in the world.

Prof. Chu Hoang Ha, newly appointed Chairman of the University Council thanked Accad. Prof. Chau Van Minh and the members of the University Council for their trust and support. He promised to coordinate with the other university council members and the Rector Board to use its strengths based on the support of VAST, the research institutes under VAST as well as the French and research institutes to boost the development of USTH.

Speaking at the event, Prof. Jean-Marc Lavest said that the development strategies of USTH for the period 2022-2029 and vision 2030-2040 would be associated with specific tasks to achieve its goal of becoming a recognized research university in the region and in the world. In terms of training, USTH maintains granting French-Vietnamese double degrees for master training programs, plans to grant French- Vietnamese double degrees for bachelor training programs, and especially prepares to launch a new training program in Pharmacy, bringing the total number of training disciplines to 17. In terms of research, USTH continues to invest and strongly develop international joint labs and focus to improve both the quality and quantity of international publications. In terms of international cooperation, USTH will tighten and expand the collaborative network with universities, research institutes, and businesses around the world to provide more opportunities for academic exchange, internship, and career outcomes for students. Moreover, USTH will work closely with the USTH Construction Project Management Unit to ensure the progress and quality of the campus construction project on Hoa Lac Hi-Tech Park. The project was kicked off in September 2021 and is expected to be completed by the end of 2023 with the aim to turn USTH into a university with international standard facilities as French and European universities.

Prof. Jean-Marc Lavest affirmed that to become a recognized research university, USTH will face many challenges and obstacles. We can’t achieve our goal without the support of VAST, the research institutes under VAST, partners together with the trust of the parents, and the efforts of the staff, lecturers, and students. “USTH tomorrow will be a reminder of our commitments, choices, successes, and even failures. Our success will also be the success of all of you.” Prof. Jean-Marc Lavest emphasized.

At the ceremony, Mr. Nicolas Warnery, French Ambassador to Vietnam congratulated the University Council for the term 2021-2026 and expressed his joy at the participation of French members in the University Council. The representatives from the business and science sector, especially from Airbus and two large enterprises in Vietnam as Laboratoires Pierre Fabre and Schneider Electric will help to give useful recommendations to improve the quality of the training programs to make it align with the needs of the labor market.

At the end of the ceremony, on behalf of the Rector Board, Assoc. Prof. Dinh Thi Mai Thanh expressed his gratitude to Accad. Prof. Chau Van Minh- President of VAST and Mr. Nicolas Warnery- French Ambassador to Vietnam for their contributions to the development of USTH for the past 12 years. She hoped that USTH will continue to receive the support of VAST and the Embassy of France in Vietnam in the upcoming time when the University enters the phase of sustainable development and expansion.

The ceremony took place on the day of celebrating the 12th anniversary of the establishment of USTH (December 9, 2009 - December 9, 2021). This is also an opportunity for the staff, lecturers, and students to look back on the milestones USTH has achieved and set new goals for the upcoming years.

USTH was established within the framework of the Intergovernmental Agreement between Vietnam and France in 2009 and is considered as the largest and most ambitious higher education cooperation project of the Government of France abroad. It has become a symbol of the cooperation in higher education and research between Vietnam and France

From 6 training programs, USTH has launched 10 more training programs to meet the needs of the Vietnamese labor market, increasing the total number of our training programs to 16.

The training programs have been built based on the demand of the human resources of Vietnam in the fields of science- technology- engineering. From the first 6 programs, USTH has been launching 10 more programs to meet the demand of the Vietnamese labor market such as Aeronautical Maintenance and Engineering Operations, Mechatronic Engineering Technology, Information Security, Data Science, and Automotive Engineering.

The bachelor programs were accredited by the High Council for Evaluation of Research and Higher Education in France (HCERES) in 2017, which means that USTH's degrees and credits are recognized and equivalent to other universities in Europe. USTH co-grants the master programs with French university members of the USTH Consortium. We take a lead in providing high-quality programs taught entirely in English, equivalent to French and European universities. On average, 70% of USTH students take internships in more than 20 countries around the world.

For the last 12 years of establishment and development, USTH has become a well-known university in training the fields of science-technology-engineering, affirming our position in the Vietnamese and international education system, which shows in the increasing number of students at bachelor-master-doctor levels. From our first intake of 15 students, the current number of USTH students has increased to 2.500. Especially, for the academic year 2021-2022, the number of enrolled bachelor and master students has increased by 73% and 133%, respectively.

USTH has built 4 international joint laboratories and many talented young research groups, gathering the participation of many excellent and experienced scientists at universities, research institutes of Vietnam, France, and many other countries. On average, ~ 1.2 articles in the list of SCI & SCI-E / lecturer/year, approaching the international publication productivity of universities in the region and in the world.

Prof. Chu Hoang Ha has a bachelor’s degree in Biochemistry from Hanoi National University and a doctoral degree in Molecular Biology from Martin-Luther Halle-Wittenberg University, Germany. He holds the position of Vice President of Vietnam Academy of Science and Technology and Director of Institute of Biotechnology. Besides, he also holds the position of Vice Chairman of the Council of Biotechnology, Vietnam Academy of Science and Technology; Member of the Executive Committee of the Vietnam Biological Association, the Vietnam Union of Science and Technology Associations. Prof. Chu Hoang Ha has hundreds of publications published in domestic and international journals, owns 05 patents, and is the author of 05 specialized books.

Prof. Jean-Marc Lavest graduated from the Electrical Engineering program and obtained his Ph.D. in Artificial Vision at the University of Clermont-Ferrand, France. He has many years working at managing positions at prestigious universities and organizations in France and abroad. He has held the positions of Vice-President of Auvergne University, Executive Director of Technical College of Auvergne University, Executive Director of French Institute of Advanced Mechanics, Rector of French University in Armenia (UFAR), and Regional Director of AUF-Asia Pacific.  He is also an expert in computer sciences and robotics with hundreds of published scientific articles, 6 patents, and co-creating 2 startups. He has been awarded the French National Order of Merit, the Order of French Academic Palms, and the Medal of Honor by the Government of the Republic of Armenia.
