On March 24, 2016, French International Agricultural Research Center for Development (Centre de coopération internationale en recherche agronomique pour le développement - CIRAD), Hanoi University of Science and Technology (HUST) and USTH together sign a General Memorandum of Understanding (GMoU) for Scientific and Training Cooperation for the 2016 - 2020 period. The GMoU signing ceremony is held at CIRAD office today in Hanoi, at the witness of Ms. Eva Nguyen Binh, Counselor on Technical Cooperation and Cultural Action, and Mr. Medhi Salim, Attaché of Science and Higher Education of the French Embassy in Vietnam.
The three signatories, namely Dr. Philippe GIRARD, CIRAD Regional Director for Continental South Est Asia; Asso. Prof. Hoàng Minh Sơn, President of HUST; and Prof. Patrick Boiron, Rector of USTH, are keen to define the general framework of relations between the three parties and to promote the development of collaborative activities in the areas of scientific programmes, Vietnam and regional rural development policy, and regional and international frameworks concerned.
The parties will cooperate on any of the common, interest research activities and there will later be Specific Memorandum of Understanding (SMoU) for each joint research project. This GMoU is a new step of development in accordance with the General Agreement on Scientific and Technological Cooperation between the Government of the French Republic and the Government of the Socialist Republic of Vietnam signed on March 07, 2007; the General Agreement for cooperation between the French and the Vietnamese government for the creation and development of USTH concluded on November 12, 2009; the agreement to join the consortium of French higher education and research institutions for the development of USTH signed on February 1st, 2013; and the Specific Memorandum of Understanding on Cooperation for Higher Education between the USTH and CIRAD signed on July 09, 2015.
